Nordecon at a glance

Nordecon is one of the largest construction groups in Estonia whose core strength is expertise in delivering complex and challenging projects. We specialise in general contracting and construction management. We provide our customers with high-quality end-to-end service in the construction of commercial, residential, industrial and public buildings as well as infrastructure, including roads, utility networks and port facilities.

We also build concrete structures, lease out heavy construction equipment and provide road maintenance services. Nordecon is a leading user of innovative digital solutions in the Estonian construction market. Besides Estonia, we operate through our subsidiaries in Sweden, Finland and Ukraine. Nordecon AS’s shares have been listed on the Nasdaq Tallinn Stock Exchange since 18 May 2006.

Construction market

The year 2020 will be remembered in Estonia as well as globally for the COVID-19 pandemic, which disrupted the economy including the construction market. In the European Union, the construction sector contracted by 8.5%. In Estonia, the decline was 3%, which is less than expected. The construction market developed relatively positively in 2020 but this was mainly due to continuing demand in the infrastructure segment. Building construction, which had grown vigorously through the first quarter, experienced a sharp decline that stopped only in the fourth quarter when demand in the housing market recovered and work on several developments, which had slowed down for a while, resumed.

Despite the decline in construction volumes and the number of people employed in the sector, there is still a lack of qualified engineers and skilled labour. The attractiveness of the sector depends largely on market players’ ability to modernise their operations and to improve their productivity, that is to digitalise and to reduce their labour intensity. Nordecon has set itself a clear goal to be a leader of innovation in the construction industry and among the first users of new solutions. We see this as an opportunity to improve the image of the construction sector and to make the construction engineer’s profession appealing to young talent by showing its future potential.

Our work

The year 2020 was a period of strong revenue growth for the Nordecon group. All our entities contributed and the group’s foreign revenues increased, particularly thanks to our Swedish operations. During the year we completed several remarkable projects such as Terminal D in Old City Harbour, Estonian Academy of Security Sciences Learning Centre in Narva, Kernu bypass and many others.

One of the cornerstones of our strategy is to offer a broad spectrum of services, that is to be represented in most construction segments in order to deliver long-term and balanced growth. Despite the unprecedented environment of 2020, our order book for 2021 and 2022 is strong, allowing us to develop sustainably and to move on to achieving our long-term goals. All this was achieved thanks to strong teamwork and the professional skills and expertise of our people.

In the Buildings segment, the period’s largest revenue contributor was the public buildings subsegment, which also showed substantial revenue growth compared to 2019.

During the year, we delivered the buildings of the Estonian Academy of Security Sciences and the University of Tartu Learning Centre in Narva, phase I of Kindluse Kool (a basic school in Rae municipality near Tallinn), the Annelinn upper secondary school in Tartu and a storage complex for the defence forces base in Tapa.

The largest projects where work will continue in 2021 are the construction of a sports and health centre in Kohtla-Järve, a family health centre in Tartu, and an extension to the building of the Estonian Foreign Intelligence Service in Rahumäe tee in Tallinn, and the reconstruction of two schools in East Ukraine.

In the Infrastructure segment, the largest projects were the construction of the Kernu bypass as well as the Kernu filling station and Haiba junctions on the Tallinn-Pärnu-Ikla road and the construction of the Väo junction on the eastern border of Tallinn. The construction of the Väo junction will continue in 2021. We will also continue to provide road maintenance services in Järva and Hiiu counties and the Kose maintenance area in Harju county.

Significant projects were the construction of foundations for 73 wind turbines in the Nysäter wind farm that is being built in northern Sweden, near Sundsvall, and the construction of a 640-metre waterfront promenade in Sillamäe, Estonia.

Foreign markets

Besides Estonia, group entities currently operate in Sweden, Finland and Ukraine. Revenue generated outside Estonia accounted for approximately 18% of the group’s total revenue, which is the highest figure in recent years.

In the Swedish market, we offer mainly the construction of residential and non-residential buildings in the central part of the country. The key projects of 2020 were two general contracts for the construction of apartment buildings and a concrete works subcontract for the construction of foundations for 73 wind turbines in a wind farm being built in northern Sweden, near Sundsvall, all secured in 2019.

In Finland, we have been offering mainly subcontracting services in the concrete work segment. However, in the past two years we have also secured some smaller general contracts. The local concrete work market allows competing for projects where the customer wishes to source all concrete works from one reliable partner. A major share of our Finnish revenue for 2020 resulted from the construction of the Raitinkartano logistics and residential building and two farm complexes.

In Ukraine, we are mainly involved in general contracting and construction management in the segment of building construction. Major new contracts secured in 2020 include the reconstruction of two schools in East Ukraine. We assess the situation in the Ukrainian construction market regularly and are ready to restructure our operations as and when necessary.

Nordecon’s corporate social responsibility activities are underpinned by legal and regulatory compliance and honest contractual relations. We wish to be an industry leader and to promote important changes in the construction sector which would have a positive impact on society: sustainability, efficiency, digitalisation and climate goals, as well as transparency, collaboration and openness.
In 2020, we participated, for the first time, in the corporate social responsibility assessment process of the Estonian Corporate Responsibility Index.

Nordecon’s role and responsibilities in society are as follows:

Quality

The quality metrics of a construction company are properly managed projects and buildings and infrastructure assets, which have been delivered on time and meet the required quality standards. Construction quality, transparent operations and open communication with the customer throughout the construction process ensure the highest level of customer satisfaction. The best result is achieved when the customer, the architect, the designer, the owner’s engineer and the builders follow the same principles and work together towards a common goal.
Our quality, environmental, and health and safety management systems are based on the requirements of ISO 9001, ISO 14001, OHSAS 18001/ISO 45001.

Our customer satisfaction scores were in the range of 84-97% and almost all group entities where customer satisfaction was measured improved their results year on year. The parent company’s customer satisfaction was record-high. The rise in customer satisfaction is attributable to years of consistent work aimed at understanding customers’ expectations, winning their trust and building exceptional relations with all stakeholders.

Nordecon’s management system complies with the international quality management standard ISO 9001, the environmental management standard ISO 14001 and the occupational health and safety standard OHSAS 18001. The recertification audit was conducted by DNV GL.

Safety

Construction is one of the most accident-prone sectors, which is why safe and tidy construction sites are important for the employer, the employee, the business partner and the customer alike. Ensuring security on our construction sites along with a safe and ergonomic work environment, so as to prevent accidents and occupational diseases among our employees and those of our subcontractors, and supporting our employees’ physically and mentally healthy lifestyles are responsibilities that we take very seriously.

We observe all applicable laws and regulations and generally accepted safety management practices. The group’s parent and subsidiaries Nordecon Betoon OÜ and Embach Ehitus OÜ observe the requirements of international occupational health and safety management standard ISO 45001:2018.

To prevent the spread of COVID-19, in 2020 we equipped our construction sites with the necessary protective equipment and disinfectants and implemented new ways of working to minimise the risk of infection. Compliance with the new requirements was rigorously checked and a feedback and correction mechanism was put in place.

Environmental impacts

Due to changing regulations and society’s growing environmental awareness, it is increasingly important to pay attention to the environmental aspects of construction work. We take care to comply with all regulatory environmental requirements to avoid possible sanctions and criticism from the community as well as to keep the surrounding environment clean. The most significant environmental aspects of construction operations are related to the use of materials, generation of waste, possible spills and pollution as well as impacts on wildlife and vegetation, and carbon and other emissions resulting from asphalt production.
Nordecon AS, Tariston AS, Nordecon Betoon OÜ, Kaurits OÜ, Embach Ehitus OÜ and Eurocon Ukraine TOV apply international environmental management standard ISO 14001.

  • We delivered 13 buildings that meet higher than usual environmental standards in 2020.
  • Our experience in using cross laminated timber is quite unparalleled in Estonia – in 2020 we completed the building of the Saue Municipal Office (Embach Ehitus OÜ), which won the title of Wood Building of the Year, and the Estonian Academy of Security Sciences Learning Centre in Narva, which is the largest public building in Estonia that is made of wood.
  • We have started to pay more attention to waste management on our construction sites. We seek new and better waste sorting and storage options and invest in raising the awareness of our teams.
  • Our asphalt concrete plant in Harku successfully switched from shale oil-based energy to natural gas. Our production operations are now cleaner, emission charges are lower and there are no more odour issues.

Giving back to society

We contribute to the improvement of general welfare by supporting, first and foremost, the development of the construction industry, the engineering profession and young talent. Nordecon works closely with professional associations, universities and occupational qualification authorities in all matters related to the construction business, making proposals for the regulation of the construction industry, participating in joint projects and exchanging information. Promoting the engineering profession is particularly important in order to make the construction business more attractive for young talent and ensure that new construction engineers will continue to enter the labour market.

In 2020, we donated €240,000 to different projects, charities and causes.

  • Working with the Estonian Association of Construction Entrepreneurs, Nordecon helped formulate messages to the government and the public regarding the crisis caused by COVID-19. Thanks to swift reaction, work on construction sites did not halt.
  • We renewed our agreement with TalTech Development Fund. Nordecon supports two engineering scholarships and one post-doctoral fellowship.
  • We supported the Peep Sürje Foundation that provides a monthly study grant to the 10 best road engineering students of TalTech.
  • We supported sports for young people and culture and made a donation to MTÜ Peaasjad, an NGO involved in promoting mental health.

Nordecon is a genuine champion of culture. Years ago they knocked on our door to see if we needed anything. Today, they are one of our oldest and largest supporters and their contribution to the theatre has been invaluable. They are also great fans of the theatre and many members of their team have seen all our plays.
Besides supporting the theatre, Nordecon has helped realise our dream as a builder. The group’s subsidiary Eston Ehitus built our long awaited production and storage complex in Suur-Sõjamäe, which is a part of the Tallinn City Theatre reconstruction project. The modern production and storage facility, which was completed last year, houses our costumes, props, decorations, furniture and self-produced items warehouses, metal and wood workshops, a decoration assembly room, garages, colour space, a painting hall and a props workshop. It’s a place where all theatre decorations will be brought to life: from the artist’s sketches to the end result.
We are very grateful to Nordecon and its employees. Without them our accomplishments would be far more modest.

Digital construction

Digital construction, that is the use of various digital solutions, is part of our daily work. The purpose of digital solutions is to make work more efficient, transparent and systematic, so that we can analyse our activities better and make smarter decisions.
The group’s ambition is to be a leader and advocate in the field of digital construction and to contribute to making the use of viable digital solutions a daily standard. Digital construction helps modernise the construction business, making its image more attractive to young people who are choosing a profession. Nordecon is an active member of the board of the Digital Construction Cluster in order to contribute to the development of digital construction in Estonia.

In our everyday work, digital construction is mainly reflected in the following three aspects:

  • We use Building Information Modelling (BIM) in almost all projects. It helps prevent and avoid mistakes on construction sites.
  • We create and sign all project-related documents in a digital environment. Most projects have no documents that have been signed on paper.
  • We digitalise other stages of our work (programmes for budgeters, augmented reality solutions, etc.).

In 2020, we used BIM in 51 projects which is the highest number so far. We delivered to Tallinna Sadam, the operator of the Port of Tallinn, the project execution model for the reconstruction of Terminal D, created at the highest level in Estonia to date. We also implemented BIM in road construction in 2020.

Our people

We provide our employees with a modern and professional work environment, recognising that competent and highly motivated staff plays a key role in our success. Our scale of operations offers excellent opportunities for rewarding and productive work as well as personal growth and development. In 2020, the group employed 708 people, 85% of them were men and 15% were women. On average, our employees have been with us for 7 years.

Nordecon applies a strategic approach to its reputation as an employer and invests in promoting the construction industry. We pay particular attention to young people and annually organise events designed to attract and develop new talent.

In the most attractive employers survey conducted by Instar EBC among the students of higher and vocational education institutions in 2020, engineering students rated Nordecon the most attractive employer. This is the outcome of years of consistent work with students.

Examples from the year 2020

  • In spring 2020, we had to adjust our work both on the construction sites and the offices due to the spread of COVID-19. Our office staff quickly implemented home office routines. The group introduced the policy that people may come to work only if they believe they are healthy and we applied social distancing rules to communication with external parties.
  • Nordecon joined the family-friendly employer programme and received the starting-level label. Based on an agreed action plan, we will carry out activities in the coming years to become even more family and employee friendly.
  • In the framework of our healthy lifestyle programme Healthy Nordecon, events were organised both in spring and autumn 2020.
  • Supporting employees’ mental health is becoming increasingly more important. The changed environment, work stress, and the need to find new ways to strike a work-life balance have raised employees’ awareness of mental health issues.
  • In 2020, Nordecon provided training to 21 interns. We presented our career opportunities to future talent at different fairs and during the Doors Open Day.
